CONCLUSION:

This proposal is only a preliminary paper for a Dream Project, which will enormously benefit the under privileged class of the society with basic and advanced health care facilities, totally free of cost.

A pilot study has been carried out at A.B.Shetty Memorial Institute of Dental Sciences to test the efficacy, success and to bring in further improvement in the proposed dream project. A brief report on the pilot study is furnished as Annexure – I.

We dream of a health care delivery system with intelligent networking amongst Government and Private Health care Institutions to ensure total health care for rural and semi urban population at their doorsteps, free of cost.

What is needed is the careful consideration of all the vital aspects of this project, especially the following:

Qualified manpower, instruments, infrastructure and advanced therapeutic facilities are made accessible, available and affordable to the people residing in rural areas along with creating health awareness and prevention.

It will create vibrant health care infrastructure facilities in rural and semi urban areas, which is almost absent today.

Additional financial burden on the Government/ State will be negligible when compared to the benefits accruing to the society.

Beneficiaries of the project will be the under-privileged classes of the society in rural and semi urban areas; Free treatment and aftercare at their doorsteps – a long cherished desire and need for this class of the society will ultimately get fulfilled.

The Institutionalized approach of this concept will ensure transparency, professionalism and 100% delivery of the benefits to the needy.

This plan will help in creation of a specialized cadre of health professionals to serve the masses, particularly poor and under-privileged, with dedication and commitment; which shall ensure health for all, as enshrined in our Constitution, in near future.

The project will bring in overall economic transformation in the area in terms of generating direct and indirect additional employment and income, including creation of various infrastructures like transportation, communication, etc.

Project also envisages economic progression of the rural masses in addition to providing them the much needed health care facilities.

Improved health status and healthy mind of the masses will generate wealth for the nation with higher productivity and all-round prosperity.

Provision should be made by the Act of the Parliament to establish autonomous Health Science Institutions with supervision, guidelines and control from the Central Government wherein educational qualifications also can be granted by the Institutions.
